Lucas is a post-doctoral health financing/economics and evaluation researcher. Lucas is a PhD(c) in International Development and has experience in public policy, social protection, education, and health evaluation research.  Prior to joining REDRESS, Lucas worked in the public service in Peru and as consultant across diverse Latin American countries focusing on policy design and evaluation. Lucas’s research interests spams from social inequality, human development, and evaluation of interventions in challenging settings.
